The charging network
Between 2015 and 2016, Green Frontiers designed, deployed, and operated one of Sri Lanka’s first nationwide fast-charging networks for electric vehicles, enabling drivers to travel beyond Colombo with confidence.
The fast-charging network
The network began its rollout in late 2015. On 24 December 2015, Green Frontiers announced the opening of the Galle rapid charging station, quickly followed by charging stations in Ratnapura, Mawanella, and the Kottawa Southern Expressway entry and exit interchange centre.
In February 2016, rapid chargers in Godagama and Battaramulla reached 50 kW charging at 100 A direct DC, placing them “among Sri Lanka’s fastest”. The 2016 site also mentions an agreement on fast charging between Setec Power and Green Frontiers.
By May 2016, Green Frontiers reached a milestone in public charging: “No more memberships, outstation travel is now possible and we have a network of 20 chargers.”

The Green Card
Introduced in April 2016, the Green Card was a contactless RFID card designed to remove recurring membership fees from electric vehicle charging. Rather than paying ongoing subscriptions to individual networks, drivers held a single card for authentication across all Green Frontiers locations.
At the station, the card identified the driver; the station checked the balance with the central system and logged each session.
Driver and operator mobile applications
To support the charging hardware and make station availability transparent, software engineering firm Araaya built a dedicated suite of mobile applications:
Native Android driver application
A native Java Android app providing EV drivers with an interactive station map, real-time charger status indicators (vacant, charging, or out of work), remote charging start and stop controls, Green Card registration and balance top-up history, and a vehicle maintenance and service log.
React Native mobile application (iOS & Android)
A later cross-platform application built for both iOS and Android. It featured an interactive map with live charger status, station information cards, remote charging initiation, balance top-ups, full transaction histories, and a peer-to-peer balance transfer feature allowing drivers to send charging credit directly to another driver.
Station operator application (Android)
A dedicated Android tool built for station attendants and operators to manage their assigned station, monitor charger availability, record manual or offline charging sessions, and register new EV drivers on site.
Payments and top-ups
Green Frontiers integrated digital payment services directly into the charging ecosystem. Drivers topped up their Green Card balance through Sampath Bank’s Internet Payment Gateway (IPG) and Sampath PayApp.
Central backend and charger controller
The charging network was engineered as an integrated hardware and cloud platform:
OCPP 1.6 central system
An enterprise backend built in Java with the Spring Framework implementing the Open Charge Point Protocol (OCPP) 1.6 standard. It maintained a WebSocket connection to each charge point.
Station charger controller
A native C controller application deployed on site at each station. It interfaced with the physical fast charger over RS-485 using the Modbus RTU protocol, read the driver’s Green Card via RFID, validated balances with the central API over HTTP, issued start and stop commands to the charger, and recorded session energy in kilowatt-hours, battery percentage, and start and end times in a local database.
